Patron Responsibilities Policy: Code of Conduct

USU Libraries expects our users to follow all university rules (particularly Student Code Article Article V, Sec V-3B and USU Policy 550) as well as local, state, and federal laws. We expect our library users to:

  • Engage with library staff in a respectful and courteous manner in physical and digital spaces.
  • Treat other library users with respect.
  • Never engage in behaviors that threaten the safety of library staff and/or patrons or otherwise disrupt the peaceful use of the library. Such behaviors are prohibited and should be immediately reported to a library employee.
  • Follow noise level guidance posted throughout the building.
  • Refrain from photographing or filming other library patrons without permission.
  • Exit the building when prompted by announcements either at closing or during fire alarms.
  • Care for library books and other materials properly.
  • Care for library equipment, furniture, and facilities. Leave library furniture in its place.
  • Never leave personal items or library laptops unattended. The library is not responsible for lost or stolen personal items and staff cannot watch or hold personal items for patrons.
  • Exercise responsibility for their children's safety and behavior. Children under 12 must be supervised at all times by the parent/guardian or by another adult designated by the parent/guardian to supervise their minor child. Library employees cannot oversee unescorted or unsupervised children, nor be responsible for their safety. If an unsupervised child comes to the attention of a library employee, USU Police will be contacted.
  • Refrain from wearing and/or using skates, bicycles, scooters etc. in the building.
  • Refrain from soliciting for any reason while on the premises.
  • Never enter areas designated “staff only” without an appointment.
  • Adhere to campus rules related to posting printed signs consistent with USU Policy 541.
  • Follow copyright laws, including refraining from systematically downloading, printing, scanning or disseminating content in violation of copyright laws.


Library employees and administration reserve the right to enforce these guidelines consistent with State law and University policy. Violation of our code of conduct is subject to sanctions, which include, but are not limited to:

  • Being asked to leave the library premises
  • Being reported to the USU Office of Student Conduct
  • Having library privileges suspended or revoked
  • Being reported to the police
  • Being banned from the USU Libraries or Campus
