Database for Legislative History:

Congressional Universe
Congressional Universe is a comprehensive database of U.S. Legislative information. It indexes all committee level congressional publications. There are two levels of congressional activity. At the committee level many important documents are generated. These include HEARINGS, which represent the first important documents issued during the legislative process. They contain a wealth of expert and diverse testimony. Hearings reveal the interest groups, associations, individuals, and other stakeholders central to issues of public policy.

Committees often request "background reports" on policy issues surrounding proposed legislation. Frequently prepared by the Congressional Research Service, these background reports tend to summarize the history of legislative activity for a particular issue of public policy. Background reports are known as COMMITTEE PRINTS..

HOUSE AND SENATE REPORTS AND DOCUMENTS are key sources of legislative information. They reveal why Congress considers necessary the proposed legislation; how much the bill would cost, if its provisions were implemented; and provides a section by section analysis of the bill. Courts use these documents to ascertain congressional intent.

The other level of congressional activity takes place on the floors of the House and Senate. This is where bills are introduced, debated, amended, and either passed or rejected. All floor-level activity is documented in the Congressional Record.

It's one thing to pass a law; quite another to putting it into effect. The Executive branch is charged with implementing the provisions contained in legislative enactments. In doing so, it establishes a variety of rules and regulations. These are recorded in the Federal Register.

Congressional Universe provides indexing, even provides the full-text of all of these key documents that arise as a result of the legislative process.
